I don't run Shire personally, if you want to run it you'd do better building a Gragonith Storm deck. Basically revolves around getting one each of the 13 Lightsworns in the graveyard and having Gragonith in play. It gains 3900 ATK, so is a 5900 piercing monster. Pretty brutal. Otherwise, Shire strikes me as a bit of a dead draw. 3 Lumina's is too much, I run 2, otherwise you draw it all the time. The only Lightsworn I have at 3 is Wulf, and Garoth at 2 is a bad idea. It murders your deck, so 1 is a maximum. 3 Necro Gardna of course, so perhaps RotA? With a Jain, Garoth, Ehren and 3 Necros it has 6 targets. But, like I said, Shire is only really good in a Gragonith Storm deck, but they're only ever run in the Japanese metagame, so it's your decision

V: Shire in my eyes is good, as at my locals there are a lot of morph decks and he can get around the bind. as for ROTA and lumina, I send necro to the grave via lumina, therefore covering both necro and lumina's strengths and weaknesses. Plus if I have too many luminas, I use plague, recharge or other discarding cards to get rid of it.
