If you control a
water-attribute
monster and take damage, you can discard this card from your hand to activate one of these
effects:
(1) Destroy all face-down and non-
water attribute cards on the
field.
(2) Make the damage taken 0 and half the attack of all face-up
monsters your opponent controls while this card remains in your graveyard.
If this card was sent to the graveyard using this
effect, it can be Special Summoned during your next standby phase.

As you can see, I tried to create a card that had a wider range of applicability than just being
aqua support (it is
water-attribute support which would include most
aqua-type
monsters). I wanted it to be powerful without it being broken.
Without its
effect, it is a strong 1-tribute
tuner. Its
effect is situation specific (to try to make it a bit balanced) but would also be easy to activate in any deck that uses
water attribute
monsters.
While its
effects are powerful, they do have their limitations (again to keep the card from being completely broken!). The first
effect does not negate the damage, but it does wreak complete havoc. The second
effect does not negate the attack (if it is battle damage) or negate the activation of the
spell or
trap card that causes damage, but it does keep you from taking damage and weakens all your opponent's
monsters for as long as you want. Of course, this second
effect may discourage you from taking advantage of the card's special summoning ability, but the combination of the choice of
effects and the choice to special summon a LEVEL 5
TUNER card gives you a lot of powerful options depending on the current situation.
Also, FYI, Namazu is a mythological catfish that cause
earthquakes, so I think its
effects are indicative of the mythology. The first
effect can be viewed as a devastating
earthquake that destroys everything not in the
water. The second
effect can be seen as a series of moderate
earthquakes that weaken the
earthquake's target for multiple turns.
